To practice as a general practitioner, one must hold:

The Law of October 28, 2016, on the Recognition of Professional Qualifications introduced an exemption from the homologation requirement for diplomas obtained in a third country in the following disciplines: medicine, dentistry, veterinary medicine, and pharmacy.
From now on, holders of such professional qualifications must first obtain recognition of their diplomas in another EU Member State. This recognition must grant them the right to practice in that Member State under the same conditions as holders of a qualification listed in Annex V of Directive 2005/36/EC, while complying with the conditions and criteria set out in Articles 24, 25, 28, 34, 35, 38, and 44 of the Law of October 28, 2016, on the Recognition of Professional Qualifications.
As a result, homologation procedures will no longer be available in Luxembourg for the aforementioned diplomas, and no new applications for homologation will be accepted.

The issuance of a definitive authorization to practice as a general practitioner, specialist doctor, dentist, or specialist dentist is subject to a fee of €450, while the issuance of a temporary authorization to practice is subject to a fee of €150.
A letter is sent to the applicant by the Ministry upon submission of the application. As part of the administrative procedure, the Ministry of Health is legally required to seek the opinion of the Medical College. The timeframe for obtaining the Medical College’s opinion may vary between 3 weeks and 3 months.
Every doctor practicing in Luxembourg must possess the necessary language skills for the profession.
A doctor’s disciplinary, civil, and criminal liability may be engaged if an error occurs in their practice due to insufficient language proficiency.
For doctors whose native language is not French, German, or Luxembourgish, proof of language proficiency is required to practice.
Language proficiency is assessed at accredited language centers, and the required level is B2 (independent user – upper-intermediate level).
After obtaining authorization to practice, a doctor may exercise their profession without using the academic title of “Doctor” or “Dr.”
A doctor who wishes to use the academic title of “Doctor” or “Dr.” must register their qualification conferring the “Dr.” degree with the Register of Degrees at the Ministry of Higher Education and Research, Commission for Higher Education Degrees.
The issuance of a definitive authorization to practice as a general practitioner, specialist doctor, dentist, or specialist dentist is subject to a fee of €450. The issuance of a temporary authorization to practice is subject to a fee of €150.
In Luxembourg, there is a mandatory and universal convention system for healthcare professionals.
This means that all doctors and dentists are automatically contracted and must comply with the nomenclatures and tariffs as defined by applicable laws, regulations, agreements, and statutes. This contractual agreement is both mandatory and automatic.
Medical and dental procedures and services covered by health insurance are listed in various nomenclatures. Each procedure or service is identified by a specific key letter and a coefficient. The key letter represents a monetary unit value determined by conventional agreement (contracted tariff of the procedure), while the coefficients are established by regulatory provisions.
To practice, a doctor must submit an application for a medical code to the National Health Fund (CNS). A copy of the nomenclature of medical or dental procedures and services will be provided by the CNS.
Additionally, the registration for digitalization and affiliation must be completed with the Joint Social Security Center (CCSS).
A doctor established in Luxembourg as a general practitioner is required to participate in the general practitioner replacement service.

Registration in the Professional Register:
All doctors, regardless of their employment status (self-employed, salaried, hospital-based, or non-hospital-based), must register with the Professional Register maintained by the Ministry of Health. Registration can be verified via the online directory on www.esante.lu.
Registration with the Medical College:
Doctors are also required to register with the Medical College (Collège Médical). Any communication regarding their practice and future professional activities (such as official letterhead, professional nameplate, signage, or press announcement) must be submitted for review and approved by the Medical College. This also applies to the compliance of a professional website, if applicable.
Professional Liability Insurance:
Every doctor has a legal and ethical obligation to obtain professional liability insurance.
Medical Practice Partnership Agreements:
In the case of a professional partnership or association, it is advisable to establish a partnership agreement, with model contracts available for download from the Medical College’s website.
